Palmer most recently was Director of Facilities for Jackson County, Mo. Prior to that he served as Assistant City Architect and Interim City Architect for the City of Kansas City, Mo.

Sports remains the major focus, but within the last year the local office has built a medical practice and has won an increasing number of government projects.
Palmer’s career in government began with the City of Kansas City in 1978. Over the next 28 years he played an integral role in overseeing design and construction of numerous facility types, from fire and police stations to communications centers, corrections facilities, medical centers, public works projects and neighborhood community centers. A major project was a new facility for the Kansas City, Mo., Health Department at 29th and Troost.
While with Jackson County, he was involved with two major courthouse projects. He oversaw restoration and renovation of the downtown Kansas City Courthouse earlier this decade. He also worked on the renovation of the historic Courthouse on the Square in downtown Independence. One of his favorite projects was assisting the Jackson County Parks Department on the new Fort Osage Education Center on the county’s east side.
He is a member of the American Institute of Architects and a board member of Keep Kansas City Beautiful, the local component of the Keep America Beautiful organization made famous by Lady Bird Johnson. He also is a past member of the American Public Works Association.
Palmer earned a bachelor of architecture degree from Kansas State University and a master of construction management degree from University of Kansas.
