Emirates Central Cooling Systems (Empower) was established on December 25, 2003 through a decree issued by the Vice-President and Prime Minister and Ruler of Dubai. Empower is a Joint venture between Dubai Electricity and Water Authority (DEWA) and Dubai Technology and Media Free Zone (Tecom) that provides energy-efficiency services in Dubai and the region.

Empower is the exclusive district cooling provider for all the projects initiated by Dubai Holding. They also cater to other projects in Dubai and the region including large commercial and industrial buildings, residential complexes, schools, and hospitals.
