The PSA has four goals for its public-private partnership with First & Goal Inc.:

• Build and maintain a world-class soccer and football stadium
• Operate an exhibition center whose events attract thousands of people each year
• Stimulate economic development
• Meet the public’s mandate for facilities that can be enjoyed by and enrich the lives of people throughout Washington
